Dr. Fenner holds an Ed.D. in leadership and educational sciences from the University of San Diego, a M.S., in computer resources and information management from Webster University at Saint Louis, Missouri, and a B.S. in electrical engineering from West Coast University, Los Angeles. Prior to transferring to USD, Dr. Fenner attended doctoral level courses at PLNU. He is a graduate of the Federal Executive Institute “Leadership for a Democratic Society” program in which he served as class president. As a retired civil servant and navy veteran, his 35-year industry experience expands across various disciplines ranging from Chief Information Officer to Deputy Chief Information Officer to Director of Organizational Development and Training to Regional Contracting Officer’s Representative to Information Technology Project Manager with the Department of the Navy and Bureau of Medicine. His seven-year stint as a lecture in the Business School at San Diego State University, Dr. Fenner taught Employment Law, Performance Management, Human Resource Management, and Organizational Development/Leadership. Since 2017, serving as an Adjunct Professor at PLNU, he teaches computer information technology courses.
In 2008, Dr. Fenner founded the Fenner Consulting Group (FCG). FCG provides training and coaching in the areas of: 360 degree assessments, executive coaching, humanistic leadership development, facilitator competencies, emotional/social intelligence, diversity, inclusions and equity and succession development planning. He is a certified International Coaching Federation (ICF) professional coach, emotional intelligence practitioner, LOMINGER 360 and Emotional Intelligence Assessor.
Dr. Fenner’s research interests include human development, diversity, equity, and inclusion, facilitator competency, succession development planning, humanistic leadership, workforce development, operational technology, information technology, artificial intelligence, and cybersecurity. He is an advocate for science, technology, engineering and math (STEM) and supports organizations such as the National Defense Industrial Association (NDIA), Armed Forces Communications (AFCEA) and Electronics Association, National Society of Black Engineers (NSBE), San Diego Professional Coaching Alliance (SDPCA), San Diego Chapter of the Black American Political Association of California (BAPAC), National Association of Black Women in Construction (NABWIC), Society of Hispanic Professional Engineers (SPHE)/Society of Asian Scientists and Engineers (SASE) (advisor), San Diego County Engineering Council (SDCEC), North San Diego Business Chamber and former secretary and board member of the San Diego Defense and Space Technology Consortium (SDDSTC). Moreover, Dr. Fenner has spearheaded several innovative enterprise technology programs such as Medical Smart Card, Telemedicine, and Breastcancer for the Department of Defense.
